On March 13, 2013, in the first International Conference on Langue des Signes d'Afrique Francophone (LSAF) (la première édition de la Conférence Internationale sur la Langue des Signes d'Afrique Francophone (LSAF)), Abidjan, Côte d'Ivoire, a statement to set up "le groupe préparatoire pour la fondation de l'Institut de Recherche sur la Langue des Signes d'Afrique Francophone (LSAF) (a Group for the preparation of the foundation of the Research Institute for Langue des Signes d'Afrique Francophone (LSAF))" was declared with the agreements of all the participants of the conference.

La première édition de la Conférence Internationale sur la Langue des Signes d'Afrique Francophone (LSAF) a été organisée par le Fonds de Recherche pour Jeunes Scientifiques (A), Japon "L'étude de l'anthropologie linguistique appliquée pour le renforcement du développement humain des sourds : recherche comparative des langues des signes et des sociétés aux pays africains" (Chercheur en chef : Kamei Nobutaka) en collaboration avec Society Without Barriers – Côte d'Ivoire (SWB-CI).Le groupe préparatoire pour la fondation de l'Institut de Recherche sur la Langue des Signes d'Afrique Francophone (LSAF) est aussi soutenu par le même fonds.

The first International Conference on Langue des Signes d'Afrique Francophone (LSAF) was organized by the Grant-in-Aid for Young Scientists (A), Japan, "A study of applied linguistic anthropology for the enhancement of human development of the Deaf: Comparative study of sign languages and societies in African countries" (Chief researcher: Kamei Nobutaka) with the collaboration of Society Without Barriers – Côte d'Ivoire (SWB-CI).
